PSD file has published for skin development. Please downlaod it from download section and modify it by graphics program (like- Photoshop)

Whats that psd file, i think its a photoshop file.
What can we do with that. Can we create new skins with that file.

Those files is for skin development. Not new skin. If you want to create new skin you have to create new css file and images will be in a folder. Skin location is includes\styles. Download some skin from skin section and you will get ideas from that.
